The role
28DIGITAL is looking for a motivated and experienced professional to lead and support the development, positioning, and growth of its professional education activities, with a primary focus on shaping training offers, building partnerships, and bringing learning initiatives to target audiences, including public institutions and other key stakeholders. The role sits within 28DIGITAL's Entrepreneurial Academy, with a strong connection to the Professional School and other lifelong learning formats.
The Education Portfolio Lead will help identify, structure, and develop education opportunities, working across internal teams, academic partners, and external stakeholders to ensure relevance, quality, and long-term impact.
These education activities directly support 28DIGITAL's mission to strengthen digital transformation and innovation capacity in Europe by building skills, capabilities, and institutional readiness through targeted upskilling initiatives.
The position reports to the Director of Education and Skills.
Main responsibilities
The core responsibility of this role is to lead and support the continued development and growth of 28DIGITAL's professional education portfolio, helping structure relevant offers, shape new opportunities, and contribute to the positioning and market development of the Professional School. The role combines education leadership, project and programme coordination, and a strong partnership and growth orientation. Key responsibilities include
Portfolio development and growth
- Contributing to the continued development, growth, and visibility of the Professional School and its portfolio of executive and continuing education offers.
- Identifying education and training opportunities emerging from EU-funded projects, partnerships, and other outreach activities, and helping translate them into structured offers.
- Supporting the positioning, packaging, and development of education offers for public institutions and other target audiences.
- Helping convert project-based activities and emerging training needs into sustainable and market-relevant programmes.
Education design and opportunity shaping
- Supporting the design, structuring, and evolution of training offers, learning pathways, and course formats tailored to target audiences and project objectives.
- Ensuring that new and emerging offers are grounded in sound educational logic, learner relevance, and quality standards.
- Coordinating with internal teams, faculty, experts, institutional partners, and external stakeholders to support the development and readiness of portfolio offers.
- Contributing to the development of bespoke professional education and training projects where educational design and programme logic are required.
Partnerships, acquisition, and follow-up
- Supporting partnership-building and external engagement activities related to the professional education portfolio.
- Contributing to programme acquisition and proposal development where relevant, especially where training design, educational logic, offer structuring, or delivery planning is required.
- Preparing presentations, concept notes, briefs, and other communication materials for internal and external meetings, stakeholder exchanges, and portfolio development discussions.
- Representing 28DIGITAL professionally in meetings, presentations, and interactions with partners, clients, and other stakeholders.
- Contributing to the development and follow-up of EU-funded education and skills projects, including work linked to deliverables, milestones, and reporting where relevant.
- Applying a hands-on, structured approach to problem-solving and continuous improvement across education activities.
- Contributing, as needed, to other 28DIGITAL education activities aligned with the wider Entrepreneurial Academy.
Qualifications and experience
- Master's degree in education, social sciences, business, public policy, STEM, management, or another relevant field.
- Minimum 7 years of relevant professional experience in portfolio development, programme or project management, partnerships, business development, education, training, skills development, public-sector initiatives, or related fields.
- Proven experience in developing, structuring, positioning, or managing offers, programmes, or initiatives related to education, training, skills development, or capacity building, preferably in professional, executive, institutional, or public-sector contexts.
- Experience in business development, partnership development, portfolio growth, or market-facing programme or service development is strongly preferred.
- Ability to identify and help translate project-based or partner-driven activities into structured offers or programmes.
- Good understanding of how offers and programmes in education, training, skills, or capacity-building contexts are designed, shaped, and brought to market.
- Experience engaging with partners, clients, or external stakeholders regarding offer development, programme development, partnerships, or opportunity shaping is strongly preferred.
- Strong communication and presentation skills, with confidence in preparing materials and presenting orally to partners, clients, or other stakeholders.
- Excellent coordination skills and ability to work effectively in an international, multi-partner, and multi-stakeholder environment.
- Solid project management experience, with the ability to coordinate complex workstreams and deliver on time across multiple stakeholders.
- Experience working on EU-funded projects or a strong familiarity with how EU projects operate is strongly preferred.
- Experience with instructional design, curriculum development, or training conceptualisation is an asset.
- Strong analytical and organisational skills, with attention to detail and a structured way of working.
- Comfortable working independently, with a proactive, hands-on, and solutions-oriented mindset.
- Good working knowledge of Microsoft Office tools. Familiarity with SharePoint and other collaborative, project management, and CRM tools is an asset.
Languages
Mastery of English, with strong verbal, presentation, and written communication skills. Knowledge of additional European languages is a merit.
International travel
The Education Portfolio Lead is expected to travel within Europe, depending on project and activity needs.
Place of employment
Preferably at the 28DIGITAL office in Brussels, although a location at one of the 28DIGITAL European offices with good travel connections across Europe will be considered.

Director of Education and Skills.
