Joanna Smolinska

Biography

Joanna Smolinska is Counsellor for Digital and Deputy Head of the EU Office in San Francisco since September 1, 2022.

Joanna has worked for nearly 15 years in the European Commission across a wide range of policy areas. For the last six years she has worked in the Commission’s Directorate‑General for Communications Networks, Content and Technology (CONNECT) responsible for developing EU policy, research, and investments in digital technology and applications. Within CONNECT, Joanna has focused on digital and green transformation, digital services and copyright, regulation, tech standardization, digital skills, blockchain, and technology start-ups/scale-ups. She was actively involved in the development of two recent EU flagship legislative proposals the Digital Services Act and Digital Markets Act. Previously, she worked on liberalization of regulation of professions, financial regulation, and impact assessment analysis.

Andrea Renda

Biography

Andrea Renda is an Adjunct Professor at the European University Institute's School of Transnational Governance in Florence, and a Senior Research Fellow leading the Global Governance, Regulation, Innovation and Digital Economy Unit at CEPS. He is also a nonresident Senior Fellow at Duke University’s Kenan Institute for Ethics and a Visiting Professor at the College of Europe in Bruges.

Andrea serves on the EU High-Level Expert Group on AI, the European Commission’s ESIR advisory group, and the European Parliament's STOA Advisory Board. His work focuses on regulatory governance, innovation and competition policy, and the ethical and policy challenges of emerging technologies, especially AI. A widely published author and keynote speaker, he advises institutions such as the European Commission, European Parliament, OECD, and World Bank.

Biography

Gregory La Blanc is a Distinguished Teaching Fellow at Berkeley Haas and an academic fellow at Berkeley’s School of Engineering. He has also taught at Berkeley’s Law School and Economics Department. The recipient of numerous teaching awards, including the Haas Cheit Award, he teaches classes in finance, strategy, law, innovation, data science, digital transformation, and venture finance. He is a graduate of the Wharton School, and studied law at Duke University, George Mason University, and UC Berkeley School of Law. He has consulted in the areas of innovation, decision making, risk management, and strategy around the world. He has advised numerous startups, particularly in fintech, AI, and people operations. His research lies at the intersection of law, innovation and the use of data in rapidly changing industries.

Biography

Christina Steinbrecher-Pfandt is the CEO of the Tech Diplomacy Network and a seasoned serial entrepreneur with hands-on experience building startups in Silicon Valley, where she shares her expertise as a mentor. With over a decade in the cultural sector, she co-founded Blockchain.art, serving as CEO and pioneering blockchain integration in the arts. Previously, she worked in the private sector in the EU, securing significant investments from venture capitalists and family offices to establish leading brands. Currently pursuing a PhD focused on Tech Diplomacy, she also launched a series of fundraising events at the start of the Ukraine war to raise awareness of Ukraine’s history.

Yiwen Li

Biography

Yiwen Li is an experienced investor with a strong track record in AI, blockchain, and healthcare technology, and has built global partnerships to scale innovation. She is currently Head of Venture Investments at Bayview Development Group, a global family office active across venture, growth equity, and real estate. Previously, she was a Principal at Alumni Ventures, led corporate strategy at Masimo, and built international business at NantHealth, after starting her career in equity research at Capital Group.

Yiwen has served on boards and advisory groups including Give2Asia, C-Sweet, and Asia Society, and co-founded the “Asian Women Empowered” initiative. Recognized among the Top 50 Women Leaders in San Jose and the Most Inspirational Women in Web3, she is also the author of the bestseller Make the World Your Playground.

She holds master’s degrees from the London School of Economics and the University of Vienna, and completed executive programs at UC Berkeley and Wharton. She is fluent in Mandarin and German and has lived and worked across Europe, Asia, and the United States.

Biography

Silke English connects innovation, entrepreneurship and diplomacy at the heart of Silicon Valley. As the Tech Diplomacy Manager at OPEN AUSTRIA she works at the intersection of government, technology and academia to strengthen transatlantic collaboration and foster trusted public–private innovation partnerships.

She launched the government innovation roundtable in 2018 and has since guided senior officials and innovation delegations through Silicon Valley to deepen insight and foster partnerships. Drawing on her own experience as a serial entrepreneur, Silke supports founders entering and scaling in the US market through her consulting firm Paistetta, where she focuses on strategic partnerships, investor readiness and high-impact storytelling. During Covid 19 she contributed to Santa Clara County’s Bridge to Recovery initiative, chairing the enterprise technology, organizational development and capital access boards. Silke speaks internationally on emerging technologies and why understanding Silicon Valley’s innovation mindset is essential for modern leadership.

Biography

George Panagiotakopoulos is an accomplished leader in innovation, entrepreneurship, and business strategy. As Head of Global Expansion at UC Berkeley, he drives international accelerator programs and innovation ecosystem development initiatives, sourcing and scaling startups in the US, Europe, and Asia while advising dozens of companies annually. As a Faculty member at UC Berkeley, George delivers lectures and workshops on innovation and entrepreneurship at UC Berkeley, and also provides strategic advisory support to government entities, academic institutions, and corporate organizations, helping them navigate complex challenges and drive impactful innovation initiatives. George holds an MBA from UC Berkeley’s Haas School of Business and a BA from London South Bank University.

Biography

Andrew W. Reddie is an Associate Research Professor at the University of California, Berkeley’s Goldman School of Public Policy, and Founder of the Berkeley Risk and Security Lab. His research at the intersection of technology, politics, and security examines how technology shapes international order—with a focus on nuclear weapons policy, cybersecurity, AI governance, and innovation. His methodological work focuses on the use of experiments and wargaming methods.

Andrew serves in faculty leadership roles at UC Berkeley’s Center for Security in Politics, the Berkeley APEC Study Center, and the UC-wide Disaster Resilience Network. He is also an affiliate of UC Berkeley’s Institute of International Studies, the Nuclear Science and Security Consortium, the Institute of East Asian Studies, and the Center for Long-Term Cybersecurity, as well as the University of California’s Institute on Global Conflict and Cooperation.
He is a non-resident fellow within the Center for Global Security Research at Lawrence Livermore National Laboratory and a non-resident fellow at Sandia National Laboratories within the Cooperative Monitoring Center (CMC) within the Center for Global Security and Cooperation.

Andrew received his B.A. and M.A. degrees from the University of California, Berkeley, an M.Phil. in International Relations from Oxford University and his Ph.D. from the University of California, Berkeley in 2019.

Pui San Tam is the Deputy Manager at EIT Hub Silicon Valley, where she leads projects fostering international collaboration and innovation across sectors like digital technology, health, food, climate, and manufacturing. Raised in the Netherlands, she previously served as Senior Economic Officer at the Consulate General of the Netherlands in San Francisco, coordinating missions for global events and supporting transatlantic entrepreneurship. Fluent in Dutch, Chinese, and English, Pui San is recognized for advancing innovation partnerships and has experience managing diverse teams and large-scale projects across three continents.

Orestis Trasanidis, Director of EIT Hub Silicon Valley, possesses a diverse and extensive background that has propelled him into various leadership roles across public and private organizations at both national and European levels. His expertise encompasses a wide range of innovation, with a strong focus on sustainable engineering, smart city intelligence, and digital transformation. As a project leader, he has effectively managed international teams, leveraging his vast experience and establishing successful partnerships with other organizations. A native of Greece, he previously served as the EIT AI Community Leader and is fluent in Greek and English, with a basic knowledge of Spanish and French.

Berkeley City Councilmember Ben Bartlett is a nationally recognized policy leader and technology attorney. Since 2016, Ben has passed more than 100 innovative and transformative progressive policies.

Ben is an engine for new approaches to government with an eye for equity, and innovation. Including Blockchain municipal Microbonds, modular telemedically enhanced supportive housing for the homeless, a health innovation zone, health impact bonds, civilian mental health emergency response, local contracting equity, EV infrastructure, and set state policy as the Governor’s appointee to the California Blockchain Working Group.
