OpenEU: Your Entry Point to European Deeptech

OpenEU – First Edition is a joint initiative of 28DIGITAL, Bpifrance EuroQuity and the AI Coalition for the Netherlands (AIC4NL), designed to provide international investors with a structured entry point into the European deeptech, innovation and investment ecosystem.

Taking place on 23–27 November 2026, the programme will bring a selected delegation of approximately 12–15 senior international investors and corporate venture leaders to Paris and Amsterdam.

OpenEU responds to the growing need for stronger connections between European deeptech companies and international capital. Deeptech companies increasingly require larger funding rounds, longer investment horizons and stronger cooperation between different types of investors. At the same time, international investors can find the European market difficult to navigate due to the diversity of national ecosystems, investment communities, institutional structures and regulatory frameworks.

OpenEU aims to make the European investment landscape more accessible by creating a curated pathway into Europe and connecting participants directly with relevant investors, startups, corporates, innovation organisations and policymakers.

The programme will combine curated meetings, investor exchanges, startup and scale-up deal flow, corporate engagement, roundtables, thematic discussions, ecosystem visits, policy exchanges and networking opportunities.

The first three days will focus on the French and wider European deeptech and investment ecosystem.

Activities are expected to include:

  • Curated meetings with European investors and ecosystem actors
  • Reverse pitches from investors and corporates
  • Selected startup and scale-up showcases
  • Deal-flow sessions
  • Investor-to-investor exchanges
  • Corporate innovation and venture discussions
  • Thematic roundtables
  • Engagement with leading innovation hubs
  • Corporate and ecosystem visits
  • Networking activities and investor dinner

The objective of the Paris programme is to enable participants to identify relevant European deal flow and develop concrete opportunities for investment, co-investment, business development and strategic partnerships.



The Amsterdam programme will focus on the European institutional, regulatory and policy environment on 26 November, while the final day on 27 November will focus on the Dutch investment, AI and deeptech ecosystem.

26 November

Participants will have the opportunity to:

  • Engage with relevant EU institutions and public organisations
  • Understand how European technology and innovation policies are developed
  • Explore the European funding and investment landscape
  • Discuss regulatory developments affecting emerging technologies
  • Better understand the context in which European founders, investors and companies operate
  • Connect with stakeholders who can help international investors navigate Europe

The objective is to provide participants with a practical understanding of the policy and institutional environment shaping European technology markets.

27 November

Indicative activities include:

  • Meetings with Dutch investors
  • Corporate venture engagement
  • AI and deeptech ecosystem discussions
  • Investor roundtables
  • Strategic networking
  • Discussions around investment, co-investment and future partnerships

The Amsterdam programme will also provide an opportunity to consolidate relationships developed during the week and identify concrete follow-up opportunities.

The programme is primarily intended for senior representatives from venture capital funds, corporate venture capital teams, growth investors, family offices, sovereign and institutional investors, and other international investment organisations.

Initial target geographies include the United States, Canada, Singapore, Japan, South Korea and India, with a thematic focus on deeptech and emerging technologies such as Artificial Intelligence, Industry 4.0, healthcare, space and mobility.

Expected outcomes include: access to European investment and deep tech ecosystem, deal flow, co-investment opportunities, strategic partnerships, and stronger connections with relevant European startups, investors, corporates, policy makers and ecosystem actors.
